According to a returned rifle my friend sent to Remington, 1 3/8 minute group meets their spec. If you can live with that, buy one.

How much difference is there in a 140 Hornady and a 140 Sierra? Not enough to be concerned about as long as you start with a light load and work your way up to an accurate load. There is more variation in the cases. Just trim a bunch to the same length and weigh them.

Buy a flip-flop at the dollar store and cut a new butplate out. Works great and is not expensive.

Reloading isn't near as complicated as many of the loading books mske it to be if you stay away from the max loads. Any time you work up a load, start with a mild load and work your way up to an accurate load and then quit messing around. Max loads just shorten the life of your barrel which is just ...

A 22 bullet with a MV of 1080 won't take a 3/8 size ram down at 100M? My 22 pistol will knock down 1/4 thick 1/2 size rams at 100M.

I think the side focus scopes are long range scopes and won't go down to be used indoors. I have one on a HP rifle and the only time I have to turn the dial is to shoot out past 700M.

My old 1712 with the wing safety does not have the DE but my new 1712 with a different safety does have the DE. I am wondering if it distinguishes the new style action and bolt.

Steve Wooster makes great synthetic stocks. Some are expensive and some are not, depending on what you want.
