Instead of manipulating the rules to increase participation, I think we need an alternative approach. We have a pretty active 4-H Shooting Sports club in our town, and we've gotten a couple of pretty good shooters out of it. We make our indoor range available to them one day a week (we don't have a silhouette range). The program is very popular, and the kids shoot air pistol and rifle, .22 rifle, archery, and some muzzle-loading. They are also exposed to air pistol silhouette. All kids love to shoot; if you have such a club in your area, it might be good to touch base with them, and maybe offer your silhouette range to expose them to it. If there is no club, why not get in touch with 4-H (according to the video below they have 350,000 kids in some sort of shooting game!) and see if you can start one in confluence with your silhouette program. I think once they see our game, they'll probably want to try it. Even a kid can usually afford a CZ452 and scope -- or rather his or her grandparents can!
