Glen,
Browning used to make one for the Buckmark pistols, but it just clamped onto a Weaver rail and supposedly worked on a 10/22. I never needed one, but it looked like it might not have projected down quite far enough if clamped to a taller Weaver rail on a 10/22 receiver. Here's the link to it on MidwayUSA.

It's discontinued now, but it was just a piece of plastic, and you can see the principle involved. There are lots of places out there that make custom kydex pistol holsters or knife sheaths that should be able to fix you one up in a couple minutes, and make it however you want.
If you want a metal one that's a bit more substantial, it would be fairly easy to flatten and re-bend one like this one however you want.

If you don't mind a big bag hanging on the side of your rifle, I have this brass catcher that I use for my 10/22, AR15 and 15-22. I just have extra rail mounts for each of the rifles, and the mount attachment piece slides along the top rail of the frame to correctly position the catcher on the rifle.

If I were going to be using my 10/22 in a silhouette match, I'd probably just get a simple kydex one made that could snap onto the scope rail and would clear my slightly larger aftermarket bolt handle while still deflecting the brass downwards. As simple as this is, I'm sure you could make it yourself with a bit of kydex and a heat gun.

This got me thinking about needing a shell deflector for one of my 22 pistols. I just ordered this sheet of kydex from Amazon, as 0.080 thickness seemed to be about right for this task.

The kydex sounds like a better material. If I get it wrong a heat gun will help with the correction and custom fit it to the gun. It's really amazing that there aren't many solutions to this problem, but it's fun tinkering and trying to make one. I just don't want an empty soda bottle attached to my gun.

I made one out of coke can and attached it with duct tape... I fished the can out of the range trash can and cut it to size then taped it down and got to work.
