IZH 46M Question

I have a IZH 46M that I use at my local club for silhouette. After setting it up a couple of years ago I have never had to adjust the windage on it and the elevation settings have always been pretty much spot on. I shot a match with it last weekend and it was shooting far left. I adjusted the rear sight as far as it would go to the right and I still had to use the next animal in line as an aiming point. Elevation was still good for chickens and pigs but I had to aim head high on the turkeys and after raising the rear sight as far as it would go I still had to aim head high on the rams. The front sight is a Martens Sight Company tube and the rear is the factory one. Both front and rear sight seem to be still tight. Any ideas out there on what the issue could be? Seals etc need replacing?
