Steve, you're thinking of Paul's 504 (stsbuyer), and that one was bedded by Evelio. A 54 Anschutz action has a proper recoil lug while a 504 relies on the very rear of action as part of the recoil system, so floating it would probably make matters worse. Have you played with different bedding styles at all on that rifle? I have not worked on that action yet, so I'm just curious.

Wrapping a single layer of electrical tape around a recoil lug gives a proper gap in the finished bedding, and has given me the best results when bedding recoil lugs. For reasons unknown, this worked particularly well on the barrel lug of a CZ Varmint but my 504 liked it too.

Last summer, Evelio built up a 504 action in a Nesika stock with a Lilja barrel, probably to shut me up more than anything. It never shot well for me, and I just blamed the 504 curse and set it aside until the season ended and there was downtime to tinker. Over time it became a test mule for ammunition, cleaning methods, solvents and lubricants thought a little experimental for the Anschutz, and it got occasional trips to the range in that role.
Sunday afternoon was one of those days, this time testing a new lubricant and the technique changes I've kicked around in this thread, and this time everything came together. Butt squarely on shoulder, lay the head on the stock, then practically clamp it in place with the right arm and WOW. The climax was getting 12 chickens in a row when my previous best in practice or competition was three. Yes, my technique was that bad.
Now I get to figure out which rifle I shoot best.
