Are the BKL High Rings........
I have a pair on BKL Medium rings but they are not taller enough.
My question is, "are the BKL Tall Rings taller enough to fit your fingers between the scope and the receiver on a 1712?"
I want to use the scope as a carry handle at matches while moving from the different spots on the firing line.
I thought of using some nylon webbing secured around the scope tube between the two scope ends as a carry handle but rings tall enough to fit me fingers between the receiver and the scope tube is a simpler solution.

The "high" rings are 0.2" taller than the medium rings. On a CZ 452 the high rings do make enough clearance so you could use it as a carry handle (and I'm guessing it would be the same on an Anschutz), however...
1. The two ranges where I shoot silhouette both have strict rules of always pointing the rifle in a safe direction. When moving stations that direction is muzzle straight up. I would guess your range has similar rules.
2. I would think having the scope at the right height for your body size/shape to achieve the best performance would be much more important than easy portability.
3. I'm not sure that I would want to carry the rifle by something that could easily become misaligned and mess up your rifle/scope zero.
If you're having a hard time transporting all your stuff from station to station perhaps you could use a rifle sling so you can throw it over your shoulder (muzzle up) and have your hands free for other things.
Just a thought.

No one in their right mind would carry their rifle around by the scope.

I'd get a Ruger American with a Redfield scope and a sling for hunting. Lighter to carry, and less worry about scratch and dent.

Holding by the rifle scope is simply a variation of the trail carry your link describes.

It really is a moot point since I cannot comfortably get my fingers around the scope and between the receiver. I will have to go with a sling instead.
