I would guess something is wrong with the bedding of the action. I would also try scrubbing the barrel with flitz because it would be easy to do. I had one and it would group just about any good ammo. I think they have a really good action, but the stocks don't suit me.

If it won't shoot anything, the bedding and bbl channel would be the place to start. Action screws should be about 45 inch lbs. Check the scope mounts too.

if the other suggested things don't tighten up the groups, try changing the scope.

I am on my 4th CZ. 2 different ones for the boys & 2 for me. Good well made guns. CZ is a top notch company who supports their products well.
However not all CZ 452's give match grade results. I'm sure someone here will say every one they have gives match grade results, so great. But remember they are building a rifle to sell for $300-350 so they have to cut some corners that say a Anschutz 1416 doesn't. Heck I'd say CZ probably spends more money on their stock at this level than anschutz does on the 1416 guns! So IMHO cost savings are in the barrels.
Of course check bedding, ammo, trigger, scope, etc. But if it won't shoot 1"-1.5" @ 100m with good ammo Wolf, SK, Eley, 711b after light tweaking then I'd consider it for squirrel hunting or sell/trade for another.

My 452 likes SK Standard Plus and RWS Target Rifle.
RWS.

I "second" the RWS Target Rifle. My 452 Varmint shoots better with the RWS than it does with the Wolf MT or SK Standard Plus.

My 452 varmint likes SK std plus, wolf MT and ME, RWS target rifle.
CCI Blaser is not far behind, but groups expand from 1-1.5" at 100M, to 2-2.5". I bought 2 cases @ $95 per case and use them for practice.

Wow. I'd say that's too tight. Most of the hardcore CZers on rimfirecentral have found values between 18-26 inch/lbs to be optimal. You'll probably be introducing a lot of wood compression at 45, which is generally to be avoided. If you've bedded it and added pillars, that's another story. But even then, generally speaking that's pretty darn tight. I use 25 on my 453, which got a treating of Devcon and pillars.
