Will the cz varmint make weight in hunter rifle and is it legal in this class?

Yes, a CZ 452 or 453 Varmint can make weight in hunter class if the scope and mounts aren't too heavy. It is legal for hunter class because the barrel tapers. There are many, many CZ Varmints used in NRA smallbore hunter class.
