rule question

hi , not trying to stir the pot, honest, but i read the rules often, and am R/O at my clubs matches, so need some advice. i have seen a couple rifles with tactical stcoks set up for silo, and all dimensions are with in spec. my question is specificly about adjustable cheek pieces. do the need to be all the way down and not off set? it is not mentioned in the HP or SB Std rifles stock blurb, it is mentioned in the gerenral rules section 3.15 says ...

Buttplates and Cheekpieces - A butt or buttplate having a curved rear surface in which the depth of the
curve exceeds 1/2 inch when measured from a straight line drawn from the top to the bottom of the buttplate is
prohibited. Buttplates must be centered. Adjustable cheek pieces must be fixed and sealed in place. See 3.4(f)
regarding Black Powder Cartridge Rifle. Rule 3.15 does not apply to Target or Open class Air Rifles.

in all honesty i dont know if this rules was changed from way back when, but i have seen a couple rifles with the cheek peice raised. what does fixed and sealed mean? is it ok to have it raised as long as it is glued and no longer "adjustable"?

since it is vague i tend no be on the relaxed side.

It was explained to me that a cheek piece should be fixed permanently so that it would not move after tech inspection. However, even if an adjustable cheek piece were allowed at our local match, I would be reluctant to take it on the road for fear that their tech inspection might interpret the rule differently. Kitty is pretty careful to remind us that each Match Director is their own law.

Once an adjustable cheekpiece is raised to the max allowed,( i.e. the comb must not be above the center line of the bore )it would then be fixed, most usually by tape and then permitted.

A tape holding the cheek piece in place will be allright for a local club match, but for a big State match or Nationals it must be permanent fixed in place ( glued in ) by that I mean some way so you can't go to your car or room and re-adjust it in a couple of minutes. Same applies to the butt pad, which can not be canted, it most follow the same line as the stock.
