I re-read what you said about powder positioning issues in light .30-30 loads. You might take a cue from what 44 Mag said above about SR4759. It's interesting stuff; more case filling than H4198 and much more potent than Trail Boss. This may be the solution for you. I'd like to see you avoid fillers due to the possibility of chamber ringing. It's also a good powder to use in .38-55.
I don't think I'd use SR4759 for ram loads in.30-30 however. 20 grains with a 170 has got to be a max load or beyond and I don't have a feel for 4759's temperature stability. Varget is hard to beat for that use.
Do you have a chronograph? It can be very enlightening to see velocity, max spread and standard deviation data.
