I am far from an expert but I suspect it would be legal for the Standard Rifle class but illegal for the Hunter Rifle class.

The open stock makes it standard only. It would count as a thumbhole which eliminates it from hunter.
I buy all my guns from t-rex. He's a small arms dealer.

Trigger is probably under two pounds as well on those, standard rifle.
